<P>PROBLEM TO BE SOLVED: To provide a moving image distribution device for easily editing a commercial moving image and enhancing a commercial advertisement effect. <P>SOLUTION: The moving image distribution device receives editing instruction information for indicating one kind of moving image data among the plurality of kinds of moving image data and an effect image for advertisement, and generates editing information for storing the respective IDs of the moving image data and effect image for advertisement, which are indicated by the editing instruction information, an advertisement destination URL recorded in association with the effect image for advertisement, and access command information for instructing access to a web page to be indicated by the advertisement destination URL to a user terminal when the user terminal selects the effect image for advertisement.
