PROBLEM TO BE SOLVED: To maintain stable low idling state by preventing formation of black smoke and engine stall due to rise of hydraulic pressure load in the low idling state in an engine control device. SOLUTION: This device includes an engine 7, a fuel injection device 106 with an electronic governor 107 injecting fuel to the engine 7, an engine rotation sensor 108 detecting engine rotation speed, ROM 102b storing an output characteristic map indicating a relation between engine rotation speed and fuel injection quantity, and an electronic governor controller 102 controlling operation of the fuel injection device 106 based on the output characteristic map. If engine rotation speed N drops due to increase of engine load during low speed rotation of the engine 7, the output characteristic map is temporally corrected to increase the maximum fuel injection quantity in a low speed rotation zone of the engine 7.
