<P>PROBLEM TO BE SOLVED: To unfailingly execute the original purpose of a relay station by determining whether a radio communication terminal requesting establishment of connection with the relay station is in a predetermined area or not and preferentially connecting a radio communication terminal existing in a predetermined area. Ž<P>SOLUTION: This relay station 600 for relaying communication between a radio communication terminal 110 and a base station 120 includes: a terminal communication section 620 for performing communication with the radio communication terminal 110; a base station communication section 622 for performing communication with the base station 120; and an inside outside determining section 632 for determining whether the radio communication terminal 110 for which the communication connection is requested is in a predetermined area or not when the communication connection is requested from the radio communication terminal 110. The terminal communication section 620 gives priority to establishment of communication with the radio communication terminal 110 determined to be in the predetermined area by the inside-outside determining section 632.
