<P>PROBLEM TO BE SOLVED: To develop an area freely, to improve the degree of freedom in area design sharply, and to reduce capital investment. Ž<P>SOLUTION: A radio base station device 1 has: a plurality of transmission and reception sections 3-1 to 3-n that are installed while overhanging toward a service area, and have a required number of assigned carriers and sectors according to each installation area; a modulation and demodulation section 2 that can set and change a range for enabling softer handover and modulates and demodulates a signal transmitted and received among the transmission and reception sections 3-1 to 3-n; and a changeover switch 4 capable of switching connection between the modulation and demodulation section 2 and the transmission and reception sections 3-1 to 3-n while the respective transmission and reception sections 3-1 to 3-n overhanging toward the service area are connected via cables 5-1 to 5-n.
