An operation assistance system with which the accuracy of deducing intentions is increased and that can support a user more appropriately is provided with an operation history storage unit (303) that stores, as user operation history, menu and button selection history correlated with device state when selected, a deduced intended function storage unit (309) that defines and stores intended functions which are subject to intention deduction, an operation strategy decision unit (305) that determines operation strategy using content as a starting point when a prescribed operation is performed in a device state with which the content can be displayed or selected in the operation history, an intended function deducing unit (308) that deduces the intended function in accordance with a method corresponding to the operation strategy determined by the operation strategy decision unit (305), and an operation assistance determination unit (310) that uses the deduced intended function to determine an operation assistance method for the user.
