PROBLEM TO BE SOLVED: To prevent optical signal loss and complication of control in optical switches, by using optical switches not dependent on a bit rate or a format of optical signals and by reducing the number of optical switches. SOLUTION: A plurality of optical switch sub-blocks 1-4 comprising 2-input/2-output optical switch elements are provided, as are a plurality of optical switch sub-blocks 5-8 comprising 2-input/2-output optical switch elements. Also, an arrayed waveguide diffraction grating 9 is provided in which the output ports of the plurality of optical switch sub-blocks 1-4 are connected to the input side and in which the input ports of the plurality of optical switch sub-blocks 5-8 are connected to the output side. In addition, the arrayed waveguide diffraction grating 9 is configured such that all optical signals of respective different wavelengths input from any of the optical switch sub-blocks 1-4 on the input side can be output to any of the optical switch sub-blocks 5-8 on the output side.
