<P>PROBLEM TO BE SOLVED: To verify reliability on information content of a road state sent from a vehicle via communication. Ž<P>SOLUTION: When an in-vehicle communication apparatus 4 of a certain automobile 2 detects an abnormal road state, the abnormal state is transmitted to another automobile 2 passing through an abnormality detection point. When passing through the point, the other automobile 2 acquires information on the road state by a sensor such as a camera 10 mounted on the automobile 2, and an in-vehicle communication apparatus 4 confirms whether an abnormal state exists on the basis of a sensor output signal and notifies the other automobile 2 of the result as abnormality confirmation information.
