The apparatus further comprises quality of service modification means configured to downgrade a quality of service for a network connection of said user below an initially negotiated quality of service. In addition, the apparatus comprises deep packet inspection means configured to be activated to a network connection of said user and to detect a service on said network connection which is actively set to represent a threshold exceeding application.
