PROBLEM TO BE SOLVED: To provide a pseudo adhesion label capable of reliably preventing a matter falsely adhered during a circulation procedure from being stripped against user's intention when being used as a sheet for physical distribution management or the like, and to provide a method of producing the pseudo adhesion label. SOLUTION: The pseudo adhesion label 10 includes: a surface base 12; a first thermoplastic resin layer (first pressure-bonding layer) 14; a stripping control layer 16; a second thermoplastic resin layer (second pressure-bonding layer) 18; and a pressure-sensitive adhesive layer 20. The stripping control layer 16 is falsely adhered to the second thermoplastic resin layer (second pressure bonding layer) 18, upon the usage of the pseudo adhesion label 10, the upper sheet 24 including the surface base 12, the first thermoplastic resin layer (first pressure bonding layer) 14 and the stripping control layer 16 is stripped by making a half-cut line 10H a boundary. Upon the formation of a cutting line 10L, the first and second thermoplastic resin layers 14, 18 are pressure-bonded to each other and the unnecessary stripping of the upper sheet 24 before the usage of the pseudo adhesion label 10 is prevented.
