A method for implementing retransmission in the physical layer, includes: the state information of the data block is checked when the data block in the retransmission queue meets predefined criteria, wherein the state information of the data block is obtained by analyzing the feedback information transmitted by the receiving side and corresponding to the data block; the data block is retransmitted according to the predefined rule if the state information of the data block is  uncertainty state. A device for implementing retransmission in the physical layer and a digital subscriber line (DSL) system are also disclosed by the embodiment of the invention.
