<P>PROBLEM TO BE SOLVED: To provide a network monitoring control apparatus, a network monitoring control method and a program by which a power consumption is reduced by carrying out the switching control of a communication mode with respect to a network apparatus provided under a network environment, where communication is frequently performed, at suitable timing. Ž<P>SOLUTION: A traffic monitoring section 121 obtains at predetermined time intervals values of traffic at a port of the network apparatus and on the basis of the traffic values obtained by the traffic monitoring section 121, a traffic analyzing section 122 determines a communication mode to be set to a port of the network apparatus either to a high-speed mode or to a low-speed mode. In accordance with the determination due to the traffic analyzing section 122, a communication mode switching control means 123 performs switching control on the communication mode of the port of the network apparatus.
