PROBLEM TO BE SOLVED: To provide a developer-regulating member of a laminated structure, which can suppress the remaining of solvent in an interlayer, and to provide a developing device and an image forming apparatus provided with the developer-regulating member. SOLUTION: A regulation blade 29 is the one integrated by attaching a first blade 29a to a second blade 29b according to a spot welding. On the joint surface between the first blade 29a and the second blade 29b, a plurality of rectangular cross-section groove parts 31 are formed in parallel in the longitudinal direction with a prescribed groove width and interval.
