DISTRIBUTION SYSTEM FOR DISTRIBUTING COMMON CONTROL SIGNAL, DISTRIBUTION DEVICE, TERMINAL DEVICE, AND METHOD

A distribution device distributes a common control signal to an area containing one or more usable communication systems.  The common control signal contains system information required for accessing a communication system in each area.  The distribution device includes: a means for creating a common control signal in each area; a means for receiving a distribution request signal from a terminal device which requests for distribution of the common control signal; and a means for transmitting the common control signal according to a distribution rule.  The distribution rule is updated in accordance with the statistical tendency of the received distribution request signals.
