PROBLEM TO BE SOLVED: To accurately measure a strain accumulated inside a subgrade. SOLUTION: After the subgrade A is exposed by removing an asphalt-concrete layer B at a measurement site, a pair of measuring rods 1a, 1b are driven into the exposed subgrade A at a predetermined interval and fixed, and to the upper parts of both the measuring rods 1a, 1b projecting out from the subgrade surface, with both ends of a displacement gauge 2 are fixed. After displacement measurement by the use of the displacement gauge 2 is started, the asphalt-concrete layer B and the subgrade A under the layer, or the exposed subgrade A is cut by the use of a cutter in the thickness direction of all layers, in such a way as to surround the one pair of measuring rods 1a, 1b; the subgrade A at the measurement site is cut off, to release the strain accumulated in the subgrade A at the measurement site; and the released strain is acquired based on the displacement measured by the displacement gauge 2.
