PROBLEM TO BE SOLVED: To provide a method for manufacturing a rubber process oil excellent in permeability in a rubber polymer, and having high safety with the polycyclic aromatic compound (PCA) of <3 mass%, in a relatively easy process. SOLUTION: The manufacturing method of a rubber process oil involves mixing (A) a specific naphthene group-debituminized oil (a) and/or a naphthene group-hydrogenated debituminized oil (b) obtained by hydrogenating a naphthene group debituminized oil, and (B) a specific naphthene group vacuum-distilled oil (c), a naphthene group hydrogenated vacuum-distilled oil (d) obtained by hydrogenating a naphthene group vacuum-distilled oil, a naphthene group solvent-refined vacuum-distilled oil (e) obtained by refining with a solvent, a naphthene group solvent-refined hydrogenated vacuum-distilled oil (f) obtained by hydrogenating after refining with a solvent, and/or a non-naphthene group refined vacuum-distilled oil obtained by solvent-refining and/or hydrogenating a non-naphthene group vacuum-distilled oil, and as required, subjecting it to a dewaxing treatment, and has a kinematic viscosity (100°C) of 10 to 60 mm<SP>2</SP>/s, a pour point of ≤20°C, a%C<SB>A</SB>of 10 to 40, and a PCA content of <3 mass%.
