<P>PROBLEM TO BE SOLVED: To provide a flexible container able to make the surface of a powdery or granular substance flat manually when the powdery or granular substance is filled by using a simple filling device. Ž<P>SOLUTION: The flexible container 10A having a tubular portion 14 in the middle of a top cloth 11 forming the upper surface of a body 12 filled with powdery or granular substance 2, the tubular portion 14 having a filling opening 15 into which a nozzle 1 is inserted for filling the powdery or granular substance 2 into the body 12, is formed with an insertion opening 21 bored in the top cloth 11 around the tubular portion 14 in order to break a mound of powdery of granular substance 2 by inserting a hand, rod 5, or the like into the body 12 when the powdery or granular substance 2 is filled into the body 12 through the tubular portion 14.
