Disclosed is a knee airbag device for vehicle having upper and lower tethers extending in the width direction of vehicle in order to regulate the thickness of an airbag and being supplied with gas between the upper and lower tethers from an inflator in which gas flow from between the upper and lower tethers in the knee airbag device to the upper and lower portions is made uniform and developability of the knee airbag device is enhanced in the vertical direction of a vehicle. Upper and lower tethers (16, 18) are arranged while spaced apart in the vertical direction of a vehicle and formed such that the vertical interval is enlarged toward the opposite ends (16A, 18A) in the width direction of vehicle. When gas is supplied between the upper and lower tethers (16, 18), the gas spreads to the opposite sides of the width direction of vehicle along the tethers (16, 18) and goes smoothly to the upper portion (14A) and the lower portion (14B) of a knee airbag (14) from the opposite ends (16A, 18A) of the tethers (16, 18).
