摘要 <p><P>PROBLEM TO BE SOLVED: To suppress the whole transmission amount even when not using differential encoding between images. <P>SOLUTION: When a moving image signal is inputted, first, an orthogonal converter 1 orthogonally converts the moving image signal in an encoding unit block, a subtracter 2 takes difference between an orthogonal conversion coefficient of the current encoding unit block and an orthogonal conversion coefficient of the preceding encoding unit block, and a quantizer 3 quantizes the difference and outputs the difference to a dequantizer 4 and a coefficient determiner 8. The coefficient determiner 8 determines whether a quantization coefficient existing in a prescribed frequency domain designated by a frequency domain indicator 9 is larger than a prescribed threshold indicated by a threshold indicator 7, and makes the quantization coefficient zero only when it is the threshold or below. A zero-run-length measuring instrument 10 measures the number of pictures and the number of encoding unit blocks in which the quantization coefficient is zero, a zero-run-length information generator 11 generates zero-run-length information on the basis of the measurement value, and a VLC device 12 variable-length-encodes the quantization coefficient and the zero-run-length information. <P>COPYRIGHT: (C)2010,JPO&INPIT</p>
