Provided is a user device employing the single carrier method and the multicarrier method.  The user device includes: a radio access method setting unit for setting the radio access method; a discrete Fourier transform unit which executes the discrete Fourier transform on a symbol sequence after modulated if the set radio access method is the single carrier method; a series/parallel conversion unit which executes the series/parallel conversion on the symbol sequence after modulated if the set radio access method is the multicarrier method; a frequency region signal generation unit which allocates a radio resource to the modulated symbol sequence which has been subjected to the discrete Fourier transform or the modulated symbol sequence which has been subjected to the series/parallel conversion so as to generate a frequency region signal; a transmission signal generation unit which executes an inverse high-speed Fourier transform on the signal in the frequency region so as to generate a transmission signal; a transmission power control unit which executes transmission power control in accordance with the set radio access method; and an RF unit which converts the transmission signal into a radio frequency and transmits the signal while controlling the transmission power.
