PURPOSE: A milling cutter assembly for machining a flat surface and a milling machine with the same are provided to prevent the abrasion and the scratches of materials by piling chips on a concave space part of a milling cutter. CONSTITUTION: A milling cutter assembly for machining a flat surface comprises a milling cutter(14) and a brush(30). The milling cutter cuts the plane using the rotation of a drive motor. The milling cutter comprises a cutting tip part and a concave space part(18). The cutting tip part is contiguous to the outer girth of the milling cutter. The concave space part is located inside the cutting tip part. The brush is contiguous to the cross section outer girth of the milling cutter and seals the concave space part.
