<P>PROBLEM TO BE SOLVED: To prevent a user for using a facility from becoming unable to unlock the facility. <P>SOLUTION: Unlocking/locking control devices 28-1 to 28-n are arranged with respective facilities 21-1 to 21-n. Cellular phones 10-1 to 10-n can unlock the facilities 21-1 to 21-n when reading out terminal ID written in an IC chip.
