<P>PROBLEM TO BE SOLVED: To measure easily in a short time on a fiber laying site or the like, and to measure with high reproducibility uninfluenced even when light other than measuring light exists in an optical fiber to be measured. Ž<P>SOLUTION: Two lights P1, P2 having each different wavelength are emitted as a set of paired lights from a light source part 21, and the two lights P1, P2 are subjected to intensity modulation by imparting modulation signals m1, m2 having each different frequency f1, f2 generated from modulation signal generators 23, 24 to the light source part 21, and the paired lights are multiplexed in a multiplexing part 25, and then allowed to enter the fiber 1 to be measured after changing successively a polarization state of the multiplexed light Pa by a polarization controller 26. Light propagated through the fiber 1 to be measured is received by a polarization state monitor 40, and light in the polarization state changed by the polarization controller 26 is subjected photoelectric conversion respectively.
