A building construction cement binding agent incorporates an additive that is an active compound that slows, reduces or inhibits the reaction between water and/or endogenic and/or endogenic silicates in the formation of silicon-enriched hydrogel, and further binds the resulting hydrogel. The binding agent forms calcium silicatehydrate and/or calcium aluminate hydrate in the presence of water and silicate alumosilicate. The additive is foundry sand and/or pozzolan. Further claimed is a process to manufacture the cement binding agent by mixing foundry sand, Portland cement, plaster and anhydrate. Also claimed is the use of the agent to reduce glass corrosion. Also claimed is a process to regulate the early strength properties by admixture of a reactive aluminiate inn proportion to the content of titanium dioxide in the binding agent.
