<p><P>PROBLEM TO BE SOLVED: To provide a mobile network system for optimizing load distribution of a home agent and routing with a communication opposite party. Ž<P>SOLUTION: A plurality of home agent (HA) proxy units 104 each having a home agent function are arranged in a mobile IP network. A mobile router 102 searches and registers an optimum HA proxy unit 104 for each communication opposite party 106 and utilizes the HA proxy unit 104 as an end of a tunnel. In this case, the mobile router 102 searches an address of the HA proxy unit 104 near the communication opposite party 106. The mobile router 102 utilizes (a) a method of extending a home agent address discovery being an HA address searching mechanism, (b) a method wherein the home agent, the communication opposite party, or an HA proxy unit address management server manages addresses of the HA proxy units and resolves the address in response to an inquiry from the mobile router 102, or (c) a method of using a hop by hop option being an extended option of the IPv6 or the like for the searching and the mobile router 102 acquires the address of the HA proxy unit 104.
