PURPOSE: A method and an apparatus for a binary representation of random data based on order relation, and a method and an apparatus for encoding of random data, and a recording media storing the program performing the same are provided to improve coding efficiency of random data by removing a value which can be anticipated from a value of a specific location. CONSTITUTION: An uncertainty output unit(110) assigns a symbol to inner elements of random data according to a generation frequency. The uncertainty output unit indicates the degree of violation of all symbols listing according to the positional order of the inner elements. The uncertainty deleting unit(120) arrays all symbols according to the standards which calculates using the predetermined uncertainty value. A location variation information generator(125) generates a location variation information of symbols by collecting a generated binary value.
