PURPOSE: A method for motion compensated frame rate up conversion about both compression video bit stream and decompression video bit stream and a system thereof are provided to enable more rapid conversion from a standard definition television to a high definition television. CONSTITUTION: A method for motion compensated frame rate up conversion about both compression video bit stream and decompression video bit stream comprises the following steps: a step of receiving a video bit stream with multiple video frames and corresponding coding information; a step of detecting the coding information from the received video bit stream(1004,1028); a step of performing frame rate up conversion on multiple video frames using the coding information.
