The system has a rating system for rating merits allocated to tenderers, and a developing system for developing a programming grid and for allocation of emission of schedule pulses of the programming grid. Database stores profiles of the tenderers, merits allocated to the tenderers, the programming grid, proposals of emissions of the schedule pulses, and recurrence of listeners on the proposals. A feedback mechanism allows the listeners to present expert opinion on the emissions and the proposals.
