PURPOSE: A system and a method of receiving local public charges in real-time are provided to facilitate the reception of local public charges by integratedly managing the history of local public charges and the virtual bank account through an automated system. CONSTITUTION: An affiliated financial agency(400) provides a virtual account, and processes the receipt transaction of a utility bill through plural virtual accounts. A local autonomous entity(100) provides an integrated utility bill breakdown file through the interworking between the specific bank account and the utility bill history. The local autonomous entity provides the history to residents thereof, and a relay agency(300) provides the history to the affiliated financial agency.
