The turbine has a semi-immersed tube subjected to atmospheric pressure of air and solidly fixed to a base. The tube is sealed and partially maintained below a water level by passive attractive force. A joint protects sealing of the tube in a passage zone between air and water. A float or buoy is passed inside the tube at a height (a) and subjected to buoyancy at an outlet of the float or buoy, where the buoyancy and the attractive force induce a rotation of the float or buoy from which energy is channelized.
