<P>PROBLEM TO BE SOLVED: To reduce execution of security control if any action is detected erroneously detected in an action estimation device. Ž<P>SOLUTION: An action estimation system checks detection future points detected from a photographed image with action estimation models, respectively, by executing estimation action detection processing and detects a specific action as an estimation action so long as it corresponds to an action estimation model having the highest matching degree (S130). If model reliability calculated by model reliability calculation processing is lower than a defined threshold on the basis of an operation signal (i.e., a detection result of a definite action) to be inputted into an image processing processor and the detection result of the estimation action (NO, S150), the system inhibits execution of security control processing in the estimation action detection processing (NO, S180). That is, if the estimation model does not fit a driver of an own vehicle, namely, as the model reliability becomes lower, the system severely restricts execution of control processing.
