PROBLEM TO BE SOLVED: To efficiently support an adjustment of sensor terminal arrangement positions when constructing a wireless sensor network. SOLUTION: A plurality of sensor terminals 2 are installed beforehand inside a monitoring target area, the sensor terminal 2 including a radio function and comprising a counter function for counting the number of received communication success rate measuring data and a function for measuring a received field strength. A wireless sensor network is temporarily constructed which accommodates a number of sensor data items by relaying a communication each other between sensor terminals 2 and then, in accordance with an instruction from a monitor target base station, a received field strength and a communication success rate between all the sensor terminals are measured. While using a data relaying/collecting function that each sensor terminal includes, the measuring data are collected and on the basis of the data, measuring data between sensor terminals are displayed 11 in matrix. A network configuration chart indicating states of connections between sensor terminals is created and displayed 12 in route, so that a user easily grasps a network connection status where all the sensor terminals ensures multiple routes.
