<P>PROBLEM TO BE SOLVED: To provide a disaster information distribution server suppressing the application of loads to a network when notifying the occurrence of disaster. Ž<P>SOLUTION: The disaster information distribution server 20 includes: a disaster information acquisition part 210 for acquiring earthquake information indicating the occurrence of the earthquake and a center position of the occurrence of the earthquake; a priority order determination part 230 for determining the priority order of users to which the occurrence of the earthquake is to be notified out of a plurality of users based on the occurrence of the earthquake center position in which the earthquake occurs and present positions of the plurality of users registered beforehand; and a disaster information notification part 240 for transmitting the information indicating the occurrence of the earthquake to user terminals owned by respective users on the basis of the priority order determined by the priority order determination part 230.
