PROBLEM TO BE SOLVED: To provide a wide band voice encoding device capable of attaining excellent sound quality even when a narrow band voice signal is encoded. SOLUTION: A band detecting section 11 detects that the narrow band voice signal is input. When the narrow band voice signal is input, a voice encoding section 14 performs encoding suitable for the narrow band voice signal, while it is a device for encoding the wide band voice, and thereby, the narrow band voice signal is encoded in excellent sound quality.
