PROBLEM TO BE SOLVED: To remove the burden and inaccuracy of an operation of verifying a specific absorption rate of an electromagnetic radiation object. SOLUTION: An apparatus is provided, which includes: a liquid phantom 18 made of a material having a specific permittivity and an electric conductivity equivalent to those of a living body; an electric field probe 11 for detecting an electric field in the liquid phantom 18 which is generated by an electromagnetic wave radiated from a cellular phone terminal 20; and a PC 16 for calculating the specific absorption rate, based on the detected electric field. The apparatus is configured such that a light irradiating section 13 irradiates a corresponding portion of a photosensitive material 21 with light on the cellular phone terminal 20, when the calculated specific absorption rate is a prescribed value.
