<P>PROBLEM TO BE SOLVED: To provide a technique capable of setting easily and exactly a size of a proper filling frame, when revising a fixed form medium having the filling frame. Ž<P>SOLUTION: A fixed form medium processor has a character extracting part 1 for taking an image of the medium having the filling frame in, and for extracting an area of a character written within the filling frame from the image, a normalization part 2 for finding a size of the character from the area of the character extracted by the character extracting part 1, and for finding a magnification of making the size get to a preset size, an area determining part 3 for finding an area of the filling frame after changed by multiplying the magnification found by the normalization part 2, and a filling frame changing part 4 for determining a new filling frame size in response to the area found by the area determining part 3.
