<P>PROBLEM TO BE SOLVED: To secure continuity of monitoring/control without increasing cost. Ž<P>SOLUTION: A monitoring device 10 is operated by an operator. A control center 50 controls a target machine 100. The monitoring device 10 and the control center 50 are connected through a network to each other. The monitoring device 10 outputs a control command to control the target machine 100 according to the operation of the operator.
