PROBLEM TO BE SOLVED: To provide an image forming device which can improve the uniformity of the flare toner formed on the electrodes of the toner carrier, and reduce the scattering toner and uneven images. SOLUTION: In a developing unit which has a toner carrier roller 1 having electrode groups 3A, 3B each including a number of electrodes arranged in parallel with a predetermined pitch, and an ac power supply 5 to apply voltages different in phase to the adjoining electrodes so that an electric field between the electrode temporally changes, and flies up the toner staying on the surface of the toner carrier roller 1 by the electric field between the electrodes to develop the latent images on the photoreceptor by adhering the toner to them; the widths are made different from one another for the electrodes of the electrode group 3A and arranged in parallel adjoining the electrodes of the electrode group 3B applied with one phase voltage.
