PROBLEM TO BE SOLVED: To suppress occurrence of the change of image quality where the line width of a fine line is changed, even in an image forming apparatus changeable greatly in charging potential. SOLUTION: The printer forms a predetermined toner pattern on a photoreceptor surface by a normal image forming action at a predetermined timing, detects the toner attached amount for the toner pattern by an image detection unit. Then, according to the detection result of the same, a process control is carried out for adjusting charging bias, standard exposure amount and developing bias in order to obtain a developing potential to have the toner attached amount to a predetermined electrostatic latent image to be a target attached amount. In this process control, the charging bias, etc., are adjusted so that the ratio of background potential to the developing potential becomes a predetermined target ratio.
