PROBLEM TO BE SOLVED: To provide technology for uniformly cooling a hot steel sheet at high cooling speed when supplying cooling water onto the upper and lower surfaces thereof. SOLUTION: An upper header 1, upper cooling water injection nozzles 3, and an upper partition wall 5a are provided at the upper surface side of the hot steel sheet. A plurality of upper water supply ports 6a inserting the lower ends of the upper cooling water injection nozzles 3 and a plurality of upper drainage ports 7a for discharging the cooling water supplied to the upper surface of the heat steel sheet onto the upper partition wall 5a are provided at the upper partition wall 5a. A lower header 2 and lower cooling water injection nozzles 4 are provided at the lower surface side of the hot steel sheet. The lower cooling water injection nozzles 4 are arranged to allow injection lines from the nozzles to pass through the upper drainage ports 7a disposed at the upper partition wall 5a.
