<P>PROBLEM TO BE SOLVED: To provide a notification broadcasting system enabling a user to leave a message from the outside of a home to a family existing in the home while maintaining privacy. <P>SOLUTION: A center apparatus 10 includes a speech signal receiving part 18 for receiving a speech signal from a telephone set 60 and a message control part 19a for acquiring an individual address corresponding to a telephone number included in the speech signal from a memory 15, generating a notification broadcast signal including the obtained individual address and voice information to be speech contents included in the speech signal, and transmitting the notification broadcast signal through a transmission line 42.
