PROBLEM TO BE SOLVED: To prevent a treatment liquid from being oxidized accompanied by the filling operation and recovering operation of the treatment liquid. SOLUTION: An image forming apparatus includes: a treatment liquid applying means which applies the treatment liquid to a recording medium; a treatment liquid supplying means which fills a liquid holding space with the treatment liquid from a treatment liquid storage part storing the treatment liquid through a first flow path, and simultaneously recovers the treatment liquid to the treatment liquid storage part from the liquid holding space through a second flow path by using a liquid moving means which comes into contact with the treatment liquid applying means to form the liquid holding space and moves the treatment liquid; a control means which controls at least one of the operation for filling the liquid holding space with the treatment liquid and the operation for recovering the treatment liquid from the liquid holding space; and an ink discharge means which discharges an ink droplet to the recording medium to which the treatment liquid is applied by the treatment liquid applying means. An air bubble incorporation preventing means for preventing air from being discharged to the treatment liquid in the treatment liquid storage part is provided at the second flow path.
