PROBLEM TO BE SOLVED: To shorten a period of time for connecting a communication terminal to a network and to reduce power consumption for the connection.

SOLUTION: Time information and positional information indicating an existing position of a communication terminal are acquired from a GPS satellite, and on the basis of correspondence information in which the acquired positional information, positional information indicating a position specified by an longitude and a latitude and the timing of a synchronizing signal for synchronization on the position are made to correspond to each other, the timing of the synchronization signal for synchronization between the terminal and a base station is specified.
