PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of suppressing the deterioration of image quality. SOLUTION: A common logarithm value of volume resistivity of each of primary transfer rolls 105 to 105d is in a range of 7 to 8.5 LogΩcm. An intermediate transfer belt 107 includes a plurality of layers laminated one another in a thickness direction, and among the plurality of layers, a common logarithm value of surface resistivity of the innermost layer located on the innermost peripheral side of the belt is smaller than that of the outermost layer located on the outermost peripheral side.
