PROBLEM TO BE SOLVED: To provide a method for welding a simple Mo and a simple Nb to a base material efficiently and a high-Mo or high-Nb built-up layer which is obtained by the method. SOLUTION: By preheating the welding point of the base material 4 previously to a predetermined temperature and performing plasma arc welding of at least either the simple Mo or the simple Nb as a welding material 5 in the state where the circumference of the welding point is made into the atmosphere of an inert gas 3a, the built-up layer 6 containing at least one side of a welding material 5 of the simple Mo and the simple Nb, or an intermetallic compound made of the base material 4 and the welding material 5 is formed on the base materia 4.
