PROBLEM TO BE SOLVED: To provide a traffic signal control device, a traffic parameter calculation device, a computer program, a traffic signal control method, and a traffic parameter calculation method, for controlling a signal light with the optimal signal control parameter. SOLUTION: A branch rate (the rate showing which of links "08", "09" and "10" is selected) of vehicles V, V, and so on traveling on a link "01" and passing through the intersection C1 at signal lights 1, 1 and so on to be controlled to each branch direction at the intersection C1 is calculated for each path including the upstream links "02", "03" and so on leading to the link "01".
