PROBLEM TO BE SOLVED: To provide a sheet-like cosmetic which excels in portability, can easily give feeling of lame to an objective point such as a face, arm, leg, bosom or the like, and is excellent also in makeup durability since a luster pigment hardly separate to fall from skin, and to provide a method of manufacturing the same. SOLUTION: The sheet-like cosmetic includes a cosmetic product layer which is prepared on a sheet-like base material, wherein the cosmetic product layer includes a luster pigment (A) and a water-soluble polymer (B) of 0.1-10 mass% based on the cosmetic product layer.
