<P>PROBLEM TO BE SOLVED: To solve the problem that it is difficult to detect a person to be monitored when an image region in which the person to be monitored resembles a background is generated in an image monitoring device. Ž<P>SOLUTION: Images of a person in background images different from each other are acquired by photographing the person in mutually different directions with a ceiling camera and a wall camera. A pixel 92 in a changed region in the wall camera image is projected to the ceiling camera image to obtain an epipolar line 93. A region 94 whose feature is common to the pixel 92 in the epipolar line 93 is extracted, and a projected region 95 is generated on the basis of the existence region of the region 94. The projected region 95 and a changed region 96 in the ceiling camera image are combined to obtain a combined changed region 97, and the person in the ceiling camera image is detected on the basis of the combined changed region 97.
