<P>PROBLEM TO BE SOLVED: To provide a drilling method in which vibration and noise occurring in a drilling are reduced by jetting water jet from a drilling machine when an object to be drilled is a soft ground such as sediment, clay, or gravel layer and by the hammering of the bit of the drilling machine when the object to be drilled is a hard ground such as a rock layer, and to provide the drilling machine and a drilling device. Ž<P>SOLUTION: This drilling machine 1 includes: a drilling machine body A having a drilling part 10 and an air tank part 30; and a swivel unit 50 which suspends the drilling machine body A and which feeds high pressure water and compressed air sent from the outside of the drilling machine A to the drilling machine body A. The drilling part 10 includes bits 27, 28 attached to a chuck guide 24 and an impact imparting part 20 for imparting impacts to the bits 27, 28. Depending on the depth of drilling, one or more joint members 40 are arranged on the drilling machine 1.
