PROBLEM TO BE SOLVED: To extract pixel feature values which are effective for identifying an object having scarce repeated pattern, from image data. SOLUTION: A feature value extraction device apparatus includes: a pixel feature calculation part that calculates a pixel feature value for each pixel of image data; an area setting part configured to set a plurality of areas in the image data; a coordinate mapping part configured to map coordinates in one of the plurality of areas onto coordinates in at least one of the other plurality of areas; and a co-occurrence matrix calculation part configured to calculate a co-occurrence matrix for each of the plurality of regions, the co-occurrence matrix being the frequency of combinations of the pixel feature values at the coordinates in one of the plurality of areas and at the coordinates in at least one of the other plurality of areas.
