<P>PROBLEM TO BE SOLVED: To reduce a measurement time of a delay time required for executing synchronization. <P>SOLUTION: A first profile showing a relationship between a delay time previously measured in a transmission path and occurrence frequency of the delay time, and a measurement time for measuring the delay time of the transmission path are correlated to each other and stored in a storage part; the measurement time correlated to the first profile is acquired from the storage part when a second profile showing a relationship between a delay time measured in a phase for acquiring a measurement time and occurrence frequency of the delay time is identical to the first profile stored in the storage part; the delay time of the transmission path is measured; and an average value in the measurement time of the measured delay times is calculated. <P>COPYRIGHT: (C)2010,JPO&INPIT
